Background Information

Electoral accountability is a fundamental pillar of democratic governance. However, electoral processes worldwide face significant challenges that threaten the integrity of democratic systems.

The Digital Transformation

The rapid proliferation of digital technologies and social media has transformed how elections are conducted and experienced. While these technologies offer opportunities for greater voter engagement, they also pose new risks including disinformation, cyberattacks, and manipulation of public opinion.

Tanzania Context

Tanzania has made significant strides in its democratic journey since the reintroduction of multiparty politics in 1992. However, challenges persist regarding electoral transparency, independence of electoral bodies, and the need for continued reforms to strengthen democratic processes.

Global Challenges

Political Corruption and Abuse of Power

Political corruption remains one of the most persistent threats to electoral integrity worldwide. According to Transparency International's 2023 Global Corruption Barometer, 1 in 4 people reported being offered bribes for votes during elections in Sub-Saharan Africa.

Declining Voter Turnout

Global voter turnout has declined by 10 percentage points over the past four decades, from 78% in the 1970s to 68% in the 2010s, according to International IDEA.

Misinformation and Disinformation

The Oxford Internet Institute found evidence of organized social media manipulation campaigns in 81 countries in 2022, up from 48 countries in 2018.

Youth Disengagement

Young people (aged 18–35) constitute over 60% of Africa's population, yet their voter turnout is disproportionately low. In Nigeria's 2023 elections, only 10% of registered voters aged 18–35 participated.
